Chuck Noerenberg, JD - President and Board Member

Chuck Noerenberg joined National DEC in February 2010. As president, Chuck is responsible for leadership of all aspects of the organization, including strategic planning, program development and implementation, staff management and operations, fundraising and resource enhancement, board relations and development, and creation of effective external partnerships.
 
Prior to joining National DEC, Chuck was the Minnesota state drug policy coordinator appointed by the governor to develop and coordinate drug policy and substance abuse issues across agencies and jurisdictions. He also served as a senior policy advisory to Governor Tim Pawlenty and worked as leadership and committee staff in the Minnesota Senate and House of Representatives covering criminal justice and other public policy issues.
 
Chuck is currently an advisory board member for the Strategic Prevention Framework State Incentive Grant (SPF SIG) program in Minnesota which is aimed at reducing underage drinking and enhancing services to substance-abusing veterans. He has also served as a member of the Judicial Branch Drug Court Initiative Advisory Committee, the Partnership for a Drug Free America/Minnesota Advisory Committee, the Minnesota Alcohol and Other Drug Prevention Coordinating Council, the Inter-Agency Substance Abuse Collaborative, the Minnesota Meth Resource Center Board of Directors, and the University of Minnesota Law School Alumni Board of Directors. While in the governor’s office, Chuck served on the National Governor’s Association Criminal Justice Advisors, Internet Crimes, and Emergency Communications policy development committees.
 
Chuck is a graduate of the University of Minnesota Law School and is licensed to practice law in Minnesota and federal district court.


Lori Moriarty - Senior Vice President of Education and Outreach
Commander Lori Moriarty (retired) began her career in law enforcement in Colorado in 1987 with the Thornton Police Department. From 2000 to 2006, she was the commander of the North Metro Task Force, a multi-jurisdictional undercover drug unit. 
 
Lori has been instrumental in implementing protocols for the safe investigation of methamphetamine labs and undercover drug operations. She has educated thousands of professionals across the nation about hazardous drug environments and their effects on children, and appeared on ABC News' 20/20, Fox National News, MSNBC, NPR and PBS. In April 2005, she testified before the House Judiciary Committee in Washington, DC on H.R. 1528, “Defending America’s Most Vulnerable: Safe Access to Drug Treatment and Child Protection Act of 2005.”
 
Lori's safety stance and public awareness efforts have won her regional and national attention.  In 2001, the Office of National Drug Control Policy recognized her as Drug Commander of the Year.  The Adams County Bar Association in Colorado named Lori and the North Metro Task Force "2002 Peace Officer of the Year,"  and in 2004, she received the “Friend of Children” award through the State of Colorado Court Appointed Special Advocates.
 
In 2004, Lori joined the Colorado Alliance for Drug Endangered Children; in 2006, she joined National DEC, where she now serves as the Senior Vice President of Education and Outreach. 


Susannah Carroll - Training and Resource Center Director
Susannah Carroll currently serves as National DEC's Training and Resource Center Director.  In this role, Susannah is working to raise national awareness about the problem of drug endangered children; developing and sustaining a national network of experts and professionals who can provide accurate advice and information regarding the many needs of drug endangered children; and providing support, information, and resources to the state alliances.
 
Prior to joining National DEC, Susannah served as the deputy director of the Colorado Association of Families and Children’s Agencies, Inc. In this capacity, she managed over forty-five child welfare agencies providing research and advocacy.  She testified at the legislature and worked on passing bills that would benefit Colorado’s children and families. She also worked as an advocate for refugees seeking asylum at the Human Rights Advocacy Center at the University of Denver.
 
Susannah received her Master’s in International Human Rights from the University of Denver and her Bachelor’s degree in Creative Writing from Capital University. In addition, she has more than nine years of experience in marketing, proposal writing and design.

Katie Bositis - Project Manager
 
Katie Bositis joined National DEC in January 2008, bringing with her more than twelve years of business analysis, project and data management, and business applications experience.  In 2007, she lived in Zambia where she volunteered with AIDSRelief, a global relief consortium dedicated to stemming the African AIDS pandemic. As a volunteer with AIDSRelief, she was privileged to helm a variety of projects at several rural hospitals around Zambia, from analyzing patient information systems, to teaching basic computer skills, to completing the successful implementation of a new pharmacy stock management system at a large rural hospital. 
 
Prior to her work with AIDSRelief, Katie was as a research data analyst for the University of Colorado Foundation, where her primary responsibility was to implement and administer the ProfileBuilder by Kintera P!N donor screening database. She also worked with the Epilepsy Foundation of Colorado to complete the implementation of that organization’s contact management database.  
 
Katie earned her Bachelor’s degree in Pyschology from Yale, where she was a member of Psi Chi, the National Honor Society for Psychology. She is also a professional actor, and can be found on stage performing with some of the Denver/Boulder area's most critically-acclaimed theatre companies.
