Gage Garby – Board President
 
Gage Garby is co-founder and Managing Director of Occupational HealthLink, a Boulder, CO-based medical informatics company. 
 
Mr. Garby has over 15 years of experience developing products, and building and maintaining technology solutions for the healthcare industry. He managed the development of the DOE / Oak Ridge Associated Universities web-based medical monitoring services for the National Supplemental Surveillance Program; oversaw the Industrial Outreach Program at National Jewish Medical and Research Center; and founded eTrinsic, a web based, medical procedure and equipment training company. Mr. Garby also founded and sold Senetics, Inc., a pharmaceutical device and packaging firm.
 
Mr. Garby has a Master's in International Business Management from the American Graduate School of International Management. He has served on the board of directors for the National Alliance for Drug Endangered Children since 2006.
 
 
David Kendall
 
David Kendall is a partner at Kendall, Koenig & Oelsner, PC, a corporate and business law boutique focusing on transactional legal matters, including mergers and acquisitions, securities, venture capital, credit finance and the formation of legal entities. 
 
Mr. Kendall began his legal career working for Simpson Thacher & Bartlett, an international law firm based in New York, where he specialized in mergers and acquisitions, securities and credit finance.  He moved to Colorado in 2000 and worked in the Colorado office of Brobeck, Phleger & Harrison before serving as part-time general counsel for U.S. Medical, Inc. In February 2002, Mr. Kendall founded and became managing partner of Kendall & Associates, the predecessor of Kendall, Koenig & Oelsner.
 
Mr. Kendall’s practice focuses on corporate and business transactions and general corporate and business law. He has extensive experience in mergers and acquisitions, securities and credit finance and has worked with clients ranging from early-stage start-ups to multi-national Fortune 100 companies.
 
Mr. Kendall received a Bachelor of Science in Business Administration, summa cum laude, and a Bachelor of Arts, summa cum laude from the University of Richmond in 1991, and graduated from Duke Law School in 1994. He has served on the board of directors for the National Alliance for Drug Endangered Children since 2006.
 
 
Michael Rice
 
Michael Rice is a founding partner of the Sterling-Rice Group, one of the country’s most prestigious marketing and advertising firms.
 
Mr. Rice’s career began at J. Walter Thompson (JWT) in Chicago. There he managed advertising for Quaker Oats, Kraft, SC Johnson, and Gerber, and helped create the JWT New Product Task Force. He left JWT to join Rick Sterling at Celestial Seasonings as director of New Products.  At Celestial Seasonings, Michael helped develop and launch a number of new tea products, as well as Celestial's first initiatives outside of herbal tea.
 
Mr. Rice’s strength is in integrating creativity and strategy, providing both inspiration and direction for Sterling-Rice and its clients. He has served on the board of directors for the National Alliance for Drug Endangered Children since 2007.


Mary Chavez-Muramatsu

Mary Chavez-Muramatsu is the Chief Assistant City Prosecutor in Spokane, Washington.  She received her Juris Doctor from the University of Denver in 1991 and began her career as a Deputy District Attorney in Denver, Colorado where she prosecuted both misdemeanor and felony criminal cases.  She moved to Iowa in 1998, was admitted to the Iowa Bar Association and thereafter practiced criminal law, family law and legislative lobbying for the Iowa Correctional system, where she contributed to statewide discussions concerning drug and mental health treatment for offenders.  She was later selected to lead the Iowa Drug Endangered Children Program and, as an Assistant Iowa Attorney General, she headed up the statewide DEC coalition and was active in the development of training protocols used by law enforcement, prosecutors and child welfare workers to rescue and assist drug endangered children. 

Concurrent with her involvement in Iowa’s DEC program, Ms. Muramatsu was a member of the Iowa Child Protection Council and a board member of the Partnership for a Drug-Free Iowa. She also served on the board of directors of the Institute for Social and Economic Development (ISED) and was a member of the Iowa Latino Affairs Commission.  Ms. Muramatsu also was a board member of the Polk County Women Attorneys Association in Des Moines, Iowa, and served as President in 2003.  In 2006, Ms. Muramatsu relocated to Spokane, where she is a member of the Washington State Bar Association and has been a key collaborator in the development of the Spokane District Court’s Mental Health Court.  She joined the board of directors for the National Alliance for Drug Endangered Children in 2009.
 
 
Chuck Noerenberg, JD

Chuck Noerenberg joined the National DEC board of directors in October 2009. He currently serves as National DEC's president and is responsible for leadership of all aspects of the organization, including strategic planning, program development and implementation, staff management and operations, fundraising and resource enhancement, board relations and development, and creation of effective external partnerships.
 
Prior to joining National DEC, Chuck was the Minnesota state drug policy coordinator appointed by the governor to develop and coordinate drug policy and substance abuse issues across agencies and jurisdictions. He also served as a senior policy advisory to Governor Tim Pawlenty and worked as leadership and committee staff in the Minnesota Senate and House of Representatives covering criminal justice and other public policy issues.
 
Chuck is currently an advisory board member for the Strategic Prevention Framework State Incentive Grant (SPF SIG) program in Minnesota which is aimed at reducing underage drinking and enhancing services to substance-abusing veterans. He has also served as a member of the Judicial Branch Drug Court Initiative Advisory Committee, the Partnership for a Drug Free America/Minnesota Advisory Committee, the Minnesota Alcohol and Other Drug Prevention Coordinating Council, the Inter-Agency Substance Abuse Collaborative, the Minnesota Meth Resource Center Board of Directors, and the University of Minnesota Law School Alumni Board of Directors. While in the governor’s office, Chuck served on the National Governor’s Association Criminal Justice Advisors, Internet Crimes, and Emergency Communications policy development committees.
 
Chuck is a graduate of the University of Minnesota Law School and is licensed to practice law in Minnesota and federal district court.
