From Lori Moriarty Re: Update to Meth Act 2006"Brian and I have been looking into grants that support building State DEC Alliances that would then support local DEC alliances (the disciplines and their initiatives), which include the partnerships mentioned here. We are heading out to DC next week to touch base with those working on legislation and strategies designed to support DEC efforts. We will check on this one specifically to get a better understanding of the intent of the legislation (how it came about) and how it might be used for DEC efforts across the nation. The purpose of the legislation as outlined in the bill is to promote State flexibility in the development and expansion of a coordinated child and family service program that utilizes community based agencies. Now, outlining and developing a plan that States can use to bring these partnerships together is critical and something the National Alliance for DEC has been working on. As an update, the National Alliance for DEC is in the process of contacting and bringing individuals together from State DEC Alliances across the nation to work on the structure of the DEC Working Groups (there are several discipline specific groups as well as groups the will represent the interests of all disciplines involved in the DEC efforts, such as the medical and data working groups). The structure for the working groups will include outlining the goals and objectives for each group and understanding the connection between disciplines. More specific to this e-mail, one of the Working Groups will be responsible for looking into the types of funding opportunities that are out there to support DEC efforts. Additionally, the this group will help with determining the minimal but necessary criteria for developing a State DEC Alliance. Hopefully, this will give states the framework they need to move forward with their efforts, recognizing we will all do it somewhat differently, but with a common blueprint driving us toward the same mission, values, goals and objectives to produce the desired outcomes that include protecting and promoting the safety and welfare of children living in dangerous drug environments. We will keep you posted and if anyone has some other thoughts please let us know. We recently sent out a short announcement letting everyone know the National Alliance for DEC was up and running. Additionally we covered a few bullet points on recent events and updates on the 2007 DEC Conference hosted by the Kansas Alliance for DEC. Also, we had a few problems because of "blocks" on bulk e-mail, so it is possible that some people didn't receive it.
